The Ministry of Education, Higher Education, and Vocational Education has issued Circular No. 29/2026, introducing the “Integrity Culture – Clean Sri Lanka” national program to enhance transparency, accountability, and quality across the public education sector. Signed by Ministry Secretary Nalaka Kaluwewa, the directive establishes a structured rollout for all education departments, national institutes, and schools to embed integrity and good governance practices.
🏢 Key Directives for Educational Authorities & Institutions
Applies to education departments, national institutes, colleges of education, and administrative offices. National Integrity Week runs 27–31 July 2026.
National Integrity Pledge
Staff will assemble on 27 July 2026 at 9:00 AM to collectively take the official 2026 Integrity Oath, pledging ethical conduct, self-governance, and zero tolerance for corruption, waste, and nepotism.
Institutional Action Plans
Organizations must formulate short-term, medium-term, and long-term integrity plans. Short-term initiatives on financial discipline, procurement transparency, and reducing administrative hurdles must be implemented through 31 December 2026.
Public Displays
All institutions must visibly display the “10 Clean Sri Lanka Ideals” in Sinhala, Tamil, and English, alongside a standard 6×4 ft banner in public-facing areas.
Workshops & Seminars
Heads of institutions are advised to conduct practical awareness programs, seminars, and workshops to foster an institutional culture of integrity.
🏫 Directives Adjusted for Schools & Pirivenas
Special instructions have been issued to avoid disrupting ongoing term examinations. School-level implementation begins on 3 August 2026.
Staff Pledge
On 3 August 2026 at 7:30 AM, a brief staff meeting will be convened in every school to administer the National Integrity Oath.
School Integrity Clubs
Schools that have not yet established School Integrity Clubs (under Circular 26/2016) must set them up immediately and maintain active operations.
School Action Plans
Short-term plans (through 31 December 2026) and long-term plans must be drafted in collaboration with School Integrity Clubs.
“Integrity Thoughts” Display Boards
Schools must set up dedicated display boards titled “Integrity Thoughts” (සුපිළිපන් සිතුවිලි). Student creative works — paintings, essays, and poetry on ethics and transparency — will be reviewed and published monthly under the guidance of the school integrity club.
