Principals Special Allowance 2026 Effective Date Advanced

The Ministry of Education, Higher Education and Vocational Education has officially announced that the revised special allowance for officers in the Sri Lanka Principals’ Service will take effect retroactively from January 1, 2026.

This decision was finalized following concurrence from the Ministry of Finance, Planning and Economic Development. Under previous provisions in Circular No. 16/2017 (I) issued on April 27, 2026, payment of the revised allowance allocated under the 2026 Budget Proposals was originally set to begin from April 1, 2026.

ශ්‍රී ලංකා විදුහල්පති සේවයේ නිලධාරීන් සඳහා වන සංශෝධිත විශේෂ දීමනාව 2026 ජනවාරි 01 වන දින සිට බලපැවැත්වෙන පරිදි ලබා දීමට අධ්‍යාපන, උසස් අධ්‍යාපන සහ වෘත්තීය අධ්‍යාපන අමාත්‍යාංශය තීරණය කර ඇත. මුදල් අමාත්‍යාංශයේ එකඟතාව මත නිකුත් කරන ලද අංක 16/2017 (II) දරන උපදෙස් මගින් මෙම සංශෝධනය සිදු කර ඇති අතර, මීට අදාළ හිඟ දීමනා ගෙවීම් 2026 දෙසැම්බර් 31 වන දිනට පෙර අවසන් කළ යුතුය.

அதிபர்களின் விசேட கொடுப்பனவு ஆரம்ப திகதி ஜனவரி 1 ஆக முன்நகர்த்தப்பட்டது

இலங்கை அதிபர் சேவையின் உத்தியோகத்தர்களுக்கான திருத்தப்பட்ட விசேட கொடுப்பனவை 2026 ஜனவரி 01 ஆம் திகதி முதல் முன்நிகழ் திகதியிட்டு வழங்குவதற்கு கல்வி, உயர்கல்வி மற்றும் தொழிற்கல்வி அமைச்சு தீர்மானித்துள்ளது. நிதி அமைச்சின் உடன்பாட்டுடன் வெளியிடப்பட்டுள்ள 16/2017 (II) இலக்க சுற்றறிக்கையின்படி, இதற்கான நிலுவைக் கொடுப்பனவுகள் அனைத்தும் 2026 டிசம்பர் 31 ஆம் திகதிக்கு முன்னர் செலுத்தி முடிக்கப்பட வேண்டும்.

Key Directives in Official Circular No. 16/2017 (II)

Through official directive Circular No. 16/2017 (II) issued on October 13, 2026, Ministry Secretary Nalaka Kaluwewa instructed all Provincial Secretaries of Education, Provincial Directors of Education, and Zonal Directors of Education to implement the updated timeline:

• Retroactive Effective Date: The calculated revised special allowance is effective from January 1, 2026, instead of April 1, 2026.
• Disbursement of Arrears: Regional and provincial education authorities are instructed to complete full disbursement of outstanding arrears to eligible officers on or before December 31, 2026.
• Existing Terms Unchanged: All other conditions and provisions outlined in Ministry Circular No. 16/2017 (I) remain fully operational and unaltered.
