Ministry of Education Circular 27/2016: Environmental Pioneer & Children’s Club Programmes
දිවයිනේ සියලුම පාසල්වල පරිසර ළමා සමාජ (1-5 ශ්රේණි) සහ පරිසර නියමු වැඩසටහන (6-13 ශ්රේණි) අනිවාර්යයෙන් ක්රියාත්මක කිරීම සඳහා අධ්යාපන අමාත්යාංශය මඟින් අංක 27/2016 දරන චක්රලේඛය නිකුත් කර ඇත. මධ්යම පරිසර අධිකාරිය (CEA) සමඟ ඒකාබද්ධව ක්රියාත්මක කෙරෙන මෙම වැඩසටහන මඟින් සිසුන් තුළ පාරිසරික සංවේදීතාව හා සංරක්ෂණ ආකල්ප ප්රායෝගිකව ගොඩනැංවීම අරමුණු කෙරේ. පෙර පැවති 2003/37 සහ 2008/11 චක්රලේඛ මෙමඟින් අවලංගු වේ.
நாடளாவிய ரீதியிலுள்ள அனைத்துப் பாடசாலைகளிலும் சுற்றாடல் சிறுவர் கழகம் (தரம் 1–5) மற்றும் சுற்றாடல் முன்னோடி நிகழ்ச்சித்திட்டத்தை (தரம் 6–13) கட்டாயமாக நடைமுறைப்படுத்துவதற்காக கல்வி அமைச்சினால் சுற்றறிக்கை இலக்கம் 27/2016 வெளியிடப்பட்டுள்ளது. மத்திய சுற்றாடல் அதிகாரசபையுடன் (CEA) இணைந்து மாணவர்களிடையே சுற்றாடல் விழிப்புணர்வை ஏற்படுத்தும் நோக்கில் நடைமுறைப்படுத்தப்படும் இத்திட்டத்தின் மூலம் முன்னைய 2003/37 மற்றும் 2008/11 சுற்றறிக்கைகள் இரத்துச் செய்யப்பட்டுள்ளன.

- Primary Management Committees: Every school primary section must establish an Environmental Children’s Club committee consisting of the Primary Sectional Head / Vice Principal, two (02) active teachers, and five (05) parent representatives (one representing each grade from Grade 1 to Grade 5).
- Appointment of Teachers-in-Charge: School principals must formally designate two nature-oriented, dedicated teachers to manage the Environmental Pioneer Programme and communicate appointments to both the Zonal Education Director and the regional CEA office.
- Teacher & Student Leader Training: Designated teachers-in-charge and student committee leaders are required to participate in official district and zonal training modules conducted by the CEA.
- Duty Leave Entitlements: District Advisors and Zonal/Divisional Commissioners are entitled to up to 12 days of duty leave per calendar year (upon principal recommendation and zonal approval) for medal assessments and club expansion, along with a minimum of 1 day per month for CEA monitoring duties.
- Educational Excursions & Surveys: Conducting student field study visits and environmental research off school premises requires written authorization from the Zonal Education Director based on the principal’s formal submission.
- Third-Party & NGO Collaboration: Student participation in environmental projects or competitions organized by external non-governmental organizations (NGOs) requires prior formal approval from the Ministry of Education or Provincial Ministry of Education, with copies sent to the CEA.
- Weekly Environmental Anthem: All schools must play or sing the designated National Environmental Anthem once a week during the school morning assembly.

- Three-Tier Review Committees: Regulatory review committees established at Provincial, Zonal, and Divisional levels (comprising Education Directors, CEA representatives, and appointed teacher commissioners) must meet twice annually to monitor operational progress.
- Standard Quality Assessments: School-level environmental pioneer and children’s club performance is integrated into official school quality assessments and routine institutional inspections.
- Bi-Annual Progress Reports: Schools must submit bi-annual activity summaries and progress records to the respective CEA Provincial/District offices and the Ministry of Education.
