National Education Trends Show Declining Student Numbers, Rise in Bilingual Schools

Recent data released by the Ministry of Education, Higher Education, and Vocational Education reveals significant shifts in Sri Lanka’s education landscape from 2018 to 2023, including a steady decline in student enrollment, a reduction in government schools, and a growing emphasis on bilingual education.

Fewer Schools, Changing Structure

The number of government schools dropped from 10,175 in 2018 to 10,096 in 2023, with notable changes in school types:

  • IAB and Type 3 schools decreased, while IC schools expanded.
  • Schools offering education up to Grade 13 increased, reflecting a demand for extended schooling.
  • Bilingual schools (Sinhala-English, Tamil-English) grew, signaling a policy shift toward multilingual instruction.

Teacher Workforce: Gender Gap and Qualifications

  • Female teachers dominate the workforce (76% in 2023), while male teachers continue to decline.
  • Over 82% of teachers hold professional qualifications, though untrained teachers persist (~4,800 in 2023).
  • The teacher-student ratio remained stable at 16:1, ensuring consistent classroom support.

Student Enrollment Drops, Bilingual Demand Rises

  • Total enrollment in government schools fell from 4.2 million (2018) to 3.9 million (2023).
  • Primary grades (1-5) saw the sharpest decline, while senior secondary (10-11) numbers stabilized.
  • Bilingual programs grew steadily, with enrollment doubling since 2018, highlighting parental preference for English-inclusive education.

Key Challenges & Opportunities

  • Urban-Rural Divide: Over 90% of schools are rural, yet urban bilingual schools are expanding.
  • Private Sector Growth: Private and special education schools increased slightly, suggesting diversification.
  • Teacher Training: Despite high qualification rates, untrained teachers remain a concern.
