Eastern Province Principals’ Service Annual Transfers 2027 Directive
The Ministry of Education, Eastern Province has officially issued Circular Directive EP/3/1/L/18/2026, signed by Provincial Education Secretary N. Manivannan. The directive governs the Annual Transfers 2027 for all officers of the Sri Lanka Principals’ Service (Principals, Deputy Principals, and Assistant Principals) serving across Provincial Schools in the Eastern Province, taking effect from 01 January 2027.
The scheme aligns with Chapter XVIII of the Eastern Provincial Establishments Code to ensure equitable distribution between difficult/congenial stations, resolve cadre excesses, and enhance administrative efficiency.
Key Eligibility & Policy Guidelines
- Qualifying Period: Calculated up to 31 December 2026. Officers with at least 5 years of service in a school are eligible to apply.
- Mandatory Transfer: Officers completing 8 continuous years of service in the same school are subject to mandatory transfer.
- Station Preferences: Eligible officers must state 3 preferred schools using Application Form EP/AT/PS/01 and submit through the Zonal Director of Education.
- School Grade Alignment: 1AB schools require Grade I Principals; 1C schools require Grade I or Grade II Principals; Type 2 schools require Grade II Principals; Type 3 schools require Grade III Principals.
- Spouse Consideration: If both husband and wife are in public service, the Transfer Board will make efforts to facilitate postings in the same division/area.
- Age Exemptions: Officers over 55 years will not be transferred outside their education zone without their request. Officers aged 58 and above will not be transferred even within the zone without their request.

- Publication of Proposed Transfers & Appointment of Review Board: Before 02 December 2026
- Closing Date for Transfer Appeals: Before 16 December 2026
- Release of Appeal Decisions: Before 23 December 2026
- Implementation of Transfer Orders: 01 January 2027

නැගෙනහිර පළාත් රාජ්ය සේවයේ පළාත් පාසල්වල සේවයේ නියුතු ශ්රී ලංකා විදුහල්පති සේවයේ (විදුහල්පති, නියෝජ්ය විදුහල්පති, සහකාර විදුහල්පති) සියලුම නිලධාරීන් සඳහා වන 2027 වාර්ෂික ස්ථාන මාරු නියෝග 2027.01.01 දින සිට ක්රියාත්මක වන පරිදි ක්රියාත්මක කිරීමට නැගෙනහිර පළාත් අධ්යාපන අමාත්යාංශය චක්රලේඛ නිකුත් කර ඇත.
- සුදුසුකම් සේවා කාලය: 2026.12.31 දිනට එකම පාසලක වසර 05ක් සපුරා ඇති නිලධාරීන්ට ඉල්ලුම් කළ හැකි අතර, වසර 08ක් සපුරා ඇති සියලුම නිලධාරීන් අනිවාර්ය ස්ථාන මාරුවීම්වලට යටත් වේ.
- අයදුම්පත් භාරගන්නා අවසාන දිනය: 2026 නොවැම්බර් 16 දිනට පෙර කලාප අධ්යාපන අධ්යක්ෂ හරහා යොමු කළ යුතුය.
- වයස් සහන: වයස අවුරුදු 55ට වැඩි නිලධාරීන් ඉල්ලීමකින් තොරව කලාපයෙන් පිටතට මාරු නොකරන අතර, වයස අවුරුදු 58ට වැඩි නිලධාරීන් කලාපය තුළ පවා අභිමතයෙන් තොරව මාරු නොකෙරේ.

கிழக்கு மாகாண அரச சேவையில் மாகாணப் பாடசாலைகளில் சேவையாற்றி வரும் இலங்கை அதிபர் சேவை உத்தியோகத்தர்களுக்கான (அதிபர், பிரதி அதிபர், உதவி அதிபர்) 2027 ஆம் ஆண்டுக்கான வருடாந்த இடமாற்றங்களை 2027.01.01 ஆம் திகதி முதல் நடைமுறைப்படுத்த கிழக்கு மாகாண கல்வி அமைச்சு உத்தியோகபூர்ව சுற்றறிக்கையை வெளியிட்டுள்ளது.
- சேவைக் காலம்: 31.12.2026 இல் ஒரு பாடசாலையில் 05 வருடங்களை பூர்த்தி செய்தவர்கள் விண்ணப்பிக்கலாம். 08 வருடங்களை பூர்த்தி செய்துள்ள சகல அதிபர்களும் கட்டாய இடமாற்றத்திற்கு உட்படுவர்.
- விண்ணப்ப முடிவுத் திகதி: மாதிரி படிவம் EP/AT/PS/01 இற்கு அமைய பூர்த்தி செய்து 2026 கார்த்திகை 16 ஆம் திகதிக்கு முன்னர் வலயக் கல்விப் பணிப்பாளர் ஊடாக சமர்ப்பிக்க வேண்டும்.
- வயது எல்லை சலுகை: 55 வயதுக்கு மேற்பட்டவர்கள் கோரிக்கையின்றி வலயத்திற்கு வெளியிலும், 58 வயதுக்கு மேற்பட்டவர்கள் கோரிக்கையின்றி வலயத்திற்குள்ளும் இடமாற்றம் செய்யப்பட மாட்டார்கள்.
⚠️ Administrative Instructions for Principals & Zonal Offices
- Officers transferred outside the zone will not be retained awaiting replacements; Zonal Directors must make internal arrangements and release officers in time to assume duties on 01.01.2027.
- Transferred principals must officially hand over all files, documents, keys, passwords, and IDs well ahead of the effective date.
- Any officer released who fails to report to the new station will be treated as having vacated their post.
- Appeals must be submitted using form EP/AT/PS/04 before 16 December 2026.
