SLEAS Annual Transfer Proposals Review Committee Decisions 2027 Overview
The Ministry of Education, Higher Education and Vocational Education has officially released circular directive ED/4/58/16/08/03 (VOL-IV) dated 06 November 2026, signed by Secretary Nalaka Kaluwewe. The directive communicates the formal decisions of the Annual Transfer Proposals Review Committee for officers in Grades I, II, and III of the Sri Lanka Education Administrative Service (SLEAS) for the year 2027.
All transfer proposals that have remained unaltered by the Review Committee will take effect from 01 January 2027. In instances where specific future dates (such as 01 January 2028) have been determined due to service exigencies or appeals, those transfers will be implemented strictly on those respective scheduled dates.
Key Administrative Directives for Heads of Institutions
- Immediate Release Without Awaiting Successors: Institutional heads are directed to release all transferred officers from their current duty stations in time to assume duties on the stipulated dates, without retaining them until replacements or successors report.
- 14-Day Appeal Window to PSC: Officers who previously submitted applications to the Review Committee and remain aggrieved may lodge an appeal with the Public Service Commission (PSC) within 14 days, in terms of Section 256, Chapter XVIII of the PSC Procedural Rules.
- Mandatory Appeal Formats: Appeals to the PSC must be prepared and submitted exclusively using Annexure 05 and Annexure 06 of Ministry Circular No. 23/2026, supported by certified documentary evidence.
- Vacation of Post (VOP) Notice: In the event any officer fails to report for duty at the assigned new station as ordered, the receiving Head of Department/Institute is instructed to initiate Vacation of Post (VOP) action immediately under Section 257 of the PSC Procedural Rules.

ශ්රී ලංකා අධ්යාපන පරිපාලන සේවයේ (SLEAS) I, II සහ III ශ්රේණිවල නිලධාරීන්ගේ 2027 වාර්ෂික ස්ථාන මාරු පිළිබඳ අභියාචනා සලකා බැලූ වාර්ෂික ස්ථාන මාරු යෝජනා සමාලෝචන කමිටුවේ තීරණ අධ්යාපන, උසස් අධ්යාපන සහ වෘත්තීය අධ්යාපන අමාත්යාංශය විසින් නිල වශයෙන් ප්රකාශයට පත් කර ඇත.
- ක්රියාත්මක වන දිනය: සමාලෝචන කමිටුව මගින් වෙනස් නොකරන ලද සියලු ස්ථාන මාරු 2027 ජනවාරි 01 වන දින සිට ක්රියාත්මක වන අතර, විශේෂිත දිනයන් නියම කර ඇති ස්ථාන මාරු එම දිනයන්හිදී (උදා: 2028.01.01) ක්රියාත්මක වේ.
- නිලධාරීන් මුදාහැරීම: අනුප්රාප්තිකයන් පැමිණෙන තෙක් රඳවා නොගෙන, නියමිත දිනට නව සේවා ස්ථානයේ වැඩ භාරගැනීමට හැකි වන පරිදි නිලධාරීන් මුදාහැරිය යුතුය.
- රාජ්ය සේවා කොමිෂන් සභාවට අභියාචනා: සමාලෝචන තීරණවලින් අතෘප්තියට පත් නිලධාරීන්ට දින 14ක් ඇතුළත 23/2026 චක්රලේඛයේ 05 සහ 06 ඇමුණුම් මඟින් පමණක් රාජ්ය සේවා කොමිෂන් සභාව වෙත අභියාචනා ඉදිරිපත් කළ හැක.
- සේවය අතහැර යාමේ නිවේදන: නියමිත පරිදි නව සේවා ස්ථානයට වාර්තා නොකරන නිලධාරීන්ට එරෙහිව සේවය අත්හැර ගියා සේ සලකා (VOP) කටයුතු කිරීමට දෙපාර්තමේන්තු ප්රධානීන්ට නියෝග කර ඇත.

இலங்கை கல்வி நிருவாக சேவையின் தரம் I, II மற்றும் III உத்தியோகத்தர்களுக்கான 2027 ஆம் ஆண்டு வருடாந்த இடமாற்ற யோசனைகள் தொடர்பான மீளாய்வுக் குழுவின் உத்தியோகபூர்வ தீர்மானங்களை கல்வி, உயர் கல்வி மற்றும் தொழிற்கல்வி அமைச்சு வெளியிட்டுள்ளது.
- நடைமுறைப்படுத்தும் திகதி: மாற்றங்கள் செய்யப்படாத இடமாற்ற உத்தரவுகள் யாவும் 2027 ஜனவரி 01 ஆம் திகதி முதல் நடைமுறைக்கு வரும்; விசேட திகதிகள் குறிப்பிடப்பட்டுள்ளவை அத்திகதிகளில் நடைமுறைப்படுத்தப்படும்.
- பதிலீடுகள் இன்றி விடுவித்தல்: புதிய உத்தியோகத்தர்கள் கடமையேற்கும் வரை காத்திருக்காமல் இடமாற்றம் பெற்ற உத்தியோகத்தர்களை உரிய காலத்தில் விடுவிக்குமாறு நிறுவனத் தலைவர்களுக்கு அறிவுறுத்தப்பட்டுள்ளது.
- அரசாங்க சேவை ஆணைக்குழுவிற்கு மேன்முறையீடு: மீளாய்வுக் குழு முடிவுகளில் திருப்தியடையாத உத்தியோகத்தர்கள் 14 நாட்களுக்குள் அமைச்சுச் சுற்றறிக்கை 23/2026 இன் இணைப்பு 05 மற்றும் 06 படிவங்கள் ஊடாக அரசாங்க சேவை ஆணைக்குழுவிற்கு மேன்முறையீடு செய்யலாம்.
- பதவி துறந்ததாகக் கருதும் அறிவித்தல்: உரிய திகதியில் கடமையேற்காத உத்தியோகத்தர்களுக்கு எதிராக பதவி துறந்தமைக்கான அறிவித்தல் (VOP) விடுக்குமாறு உத்தரவிடப்பட்டுள்ளது.
⚠️ Crucial Rule for PSC Appeals & Assumption of Duties
- Only officers who submitted formal applications to the Transfer Proposals Review Committee are eligible to appeal to the Public Service Commission.
- Heads of institutions must enforce timely release; failure of an officer to report to the assigned post mandates immediate Vacation of Post (VOP) notices under PSC Rule 257.
