2025 National School Teacher Transfers: Appeals Process

The Ministry of Education has officially released the transfer orders for the 2025 Annual and Mandatory Teacher Transfers for National Schools. The relevant orders are available for teachers to view online starting from January 6, 2026.

According to the circular dated January 5, 2026, issued by the Additional Secretary (Teacher Establishments), specific instructions regarding the appeal process and the implementation of these transfers have been provided to all National School Principals.

How to Check Transfer Orders

Teachers attached to National Schools can now check their transfer status by logging into the official Ministry of Education transfer portal:

  • Website: nstt.moe.gov.lk
  • Method: Log in using the “Login as a teacher” option.

Important Note on Previous Orders

The Ministry has clarified that if a teacher had received a transfer order previously (which was deferred or not implemented) and has now received a new transfer order under the 2025 Annual/Mandatory cycle, the new 2025 order will take precedence. Consequently, the previous transfer order will be considered invalid.

The Appeal Process

Teachers who wish to appeal against their transfer orders can submit their grievances to the “Annual Transfer Review Committee.” The Ministry has outlined a strict timeline for this process:

  1. Online Submission: Appeals must be submitted online via nstt.moe.gov.lk between January 6, 2026, and January 20, 2026.
  2. Submission to Principal: After submitting the appeal online, teachers must print the generated application. This printed copy, along with relevant supporting documents, must be handed over to the Principal of their current school on or before January 21, 2026.

Instructions for Principals

Principals are required to process these appeals promptly:

  • Online Recommendation: Principals must log in to the system (“Login as a principal”) and submit their recommendations for the appeals before January 22, 2026.
  • Submission to Ministry: The printed appeal applications (labeled TTB/APPEAL LIST) must be hand-delivered to the “Teacher Transfer Branch” at the Ministry of Education or sent via registered post to reach the Ministry by January 27, 2026.
