The Ministry of Public Administration, Provincial Councils and Local Government has issued Public Administration Circular No. 10/2025 (I) on 24 April 2026, introducing key amendments to the previously announced salary revisions of the public service.
The circular, addressed to Ministry Secretaries, Chief Secretaries of Provinces, and Heads of Departments, outlines several important updates in line with the Budget 2025 proposals.
🔹 Key Amendments Announced
According to the circular, the following revisions have been made:
1. Changes to Approved Posts
- The list of posts under Sri Lanka Customs has been revised.
- Amendments have also been made to posts in the Professions Supplementary to Medicine Service, including Speech Therapists and Audiology Technicians.
- Updated salary codes for these positions are detailed in Annex 01 (Page 2).
2. Increase in Training Allowances
- Monthly allowances for apprentices and trainees have been revised with effect from 01 April 2025.
- These allowances will increase progressively in 2026 and 2027.

- Apprentice Medical Officers:
- Rs. 68,380 (2025) → Rs. 76,465 (2026) → Rs. 84,550 (2027)
- Pupil Nurses and Para Medical Trainees also receive structured annual increments.
3. Teachers’ Salary Placement Updated
- A new method has been introduced for placing officers in Grade 2-II of the Sri Lanka Teachers’ Service.
- Salary placement now depends on qualifications such as:
- Basic teaching promotions
- Degree and PGDE qualifications
- Postgraduate degrees in Education

The circular confirms that these amendments take immediate effect and are to be applied alongside the original Public Administration Circular No. 10/2025 issued on 25 March 2025.
