Northern Province Job Vacancies 2026: Applications Open for Child Care Services Department Recruitment

The Northern Province Public Service Commission has officially announced an open competitive examination for recruitment to several institutional vacancies under the Department of Probation and Child Care Services. This special one-time recruitment drive is being conducted under specific executive approvals to address immediate manpower needs.

Qualified candidates are invited to submit their applications by registered post on or before July 3, 2026. The examination is scheduled to be held in Jaffna around July 2026.

Vacant Positions and Available Quotas

The recruitment covers Grade III posts across various institutional child care designations. The breakdown of available vacancies for males and females is detailed below:

Basic Eligibility Criteria

  • Nationality: Must be a citizen of Sri Lanka.
  • Residency: Must have been a permanent resident of the Northern Province for at least 3 continuous years within the 6 years immediately preceding the closing date, OR the applicant/parents must be born in the Northern Province with at least 5 years of continuous permanent residency in the province.
  • Age Limit: Between 18 and 45 years as of the application closing date.
  • Health & Character: Must possess excellent physical and mental health alongside exemplary moral character.

Educational & Professional Qualifications

For Positions 01 to 06:

  • Educational: Candidates must have passed the G.C.E. (O/L) examination in at least six subjects with credit passes in four subjects, including Tamil/Sinhala and Mathematics in a single sitting. Additionally, a pass in at least one subject (excluding General Common Test) at the G.C.E. (A/L) examination is mandatory.
  • Professional: Candidates can be recruited based on educational qualifications alone. However, selected individuals must complete a recognized Diploma in Child Care / Child & Youth Protection (minimum 6 months duration) within a 3-year probation period, failing which their service will be terminated.

For Position 07 (Vocational Instructor):

  • Educational: Same G.C.E. (O/L) and G.C.E. (A/L) basic subject criteria as above.
  • Professional: Must possess a minimum of 1 year of work experience in Automobile Mechanics from a state or state-recognized private institution. Must also hold an NVQ Level 4 full-time certification (minimum 1 year) in Automobile Mechanics from a recognized body such as an Automobile Technical College, NAITA, or VTA.

Salary Scale & Service Conditions

These positions are permanent, pensionable, and subject to an all-island transfer policy within the Northern Province.

  • Salary Code: MN 1-2025 (As per Public Administration Circular 10/2025).
  • Monthly Scale:$$\text{Rs. } 45,230 – 10 \times 540 – 11 \times 630 – 10 \times 890 – 10 \times 1,190 – 78,360$$
  • Selected candidates must pass their 1st Efficiency Bar Examination and achieve the required Second State Language proficiency within 3 years of appointment.

Examination Scheme

The evaluation will consist of a written competitive exam conducted in Tamil (and Sinhala, if valid applications are received):

  1. Intelligence Test (1 Hour – 100 Marks): Testing arithmetic, logical reasoning, and general intelligence.
  2. Language Proficiency & General Knowledge (1.5 Hours – 100 Marks): Testing comprehension, summarizing, grammar, error detection, and field-specific knowledge.

Note: A minimum of 40% marks in each paper is compulsory to qualify for the merit-order interview. No marks will be awarded during the interview; it will strictly serve for certificate verification.

How to Apply

  1. Application Fee: A non-refundable examination fee of Rs. 500.00 must be paid at any Divisional Secretariat within the Northern Province, credited to the account of the “Secretary, Provincial Public Service Commission, Northern Province”. The original receipt must be securely pasted onto the application form.
  2. Submission: Download the official application format, fill it out accurately, and have your signature attested by an authorized officer (e.g., Grama Niladhari, Justice of the Peace).
  3. Mailing: Send the completed form via Registered Post on or before July 3, 2026
