Open Competitive Examination for Recruitment to Grade III of Western Province MSO Service – 2026

The Western Provincial Public Service Commission has officially published Gazette No. 2,461 (Part IV-A) dated October 30, 2026, announcing the Open Competitive Examination to recruit qualified permanent residents of the Western Province for 336 vacancies in Grade III of the Western Provincial Council Management Service Officers’ Service (MSOS).

The competitive written examination will be conducted by the Department of Examinations, Sri Lanka in December 2026. This examination is held jointly as a combined test with the Open Competitive Examination for Recruitment to Grade III of the Combined Public Management Service Officers’ Service. Candidates qualifying for both services will be given the option to choose their preferred service based on merit rankings.

மேல் மாகாண அரச சேவை ஆணைக்குழுவினால் மேல் மாகாண சபையின் முகாமைத்துவ சேவை உத்தியோகத்தர் சேவை தரம் III இல் நிலவும் 336 வெற்றிடங்களை நிரப்புவதற்காக மேல் மாகாணத்தில் நிரந்தரமாக வசிக்கும் தகுதியானவர்களிடமிருந்து இணையவழியாக (Online) விண்ணப்பங்கள் கோரப்பட்டுள்ளன. இப்பரீட்சை 2026 டிசம்பரில் இலங்கை பரீட்சைத் திணைக்களத்தினால் நடாத்தப்படும். விண்ணப்ப முடிவுத் திகதி 2026 நவம்பர் 15 ஆம் திகதி பி.ப. 9.00 மணி ஆகும்.

Salary Scale & Service Conditions

• Monthly Salary Scale: MN 02-2025: Rs. 48,470 – 10×540 – 11×630 – 10×1,010 – 10×1,190 – Rs. 82,800/- per month (in terms of Public Administration Circular 10/2025; effective from 2027.01.01 and paid under Schedule III until then).
• Nature of Appointment: Permanent and pensionable. Mandatory contribution to the Widows’ and Orphans’ / Widowers’ and Orphans’ Pension (W&OP) Scheme.
• Probation Period: Subject to a 3-year probation period. Recruits must pass the 1st Efficiency Bar Examination within 3 years of appointment.
• Official Language Requirement: Must acquire proficiency in the other official state language within 03 years of service in accordance with Public Administration Circular 18/2020.
• Station Bond: Appointees must serve for a mandatory minimum of three (03) years at their initial station before being considered for any transfers.

Eligibility Requirements

• Citizenship: Must be a citizen of Sri Lanka.
• Age Limit: Not less than 18 years and not more than 30 years as of November 15, 2026 (Candidates born on or after 1996.11.15 and on or before 2008.11.15).
• Provincial & District Residence Criteria (Must satisfy at least one):
  • Candidate was born in the relevant district of the Western Province; OR
  • Candidate has resided continuously and permanently in the relevant district for at least three (03) years within the 05 years immediately preceding the closing date; OR
  • Candidate completed secondary schooling in the relevant district for at least 05 continuous years; OR
  • If parents are in transferable public, provincial, or corporation services, the candidate may select the birth district of the father or mother.
• Educational Qualifications:
  • Must have passed the G.C.E. Ordinary Level (O/L) examination in six (06) subjects in one sitting with credit passes in four (04) subjects, including Language (Sinhala/Tamil/English) and Mathematics; AND
  • Must have passed all subjects in one sitting at the G.C.E. Advanced Level (A/L) examination (excluding Common General Test and General English).

Written Examination Structure (Two Papers – Total: 200 Marks)

• Language Proficiency: Assesses expression, comprehension, spelling, official correspondence drafting, summarizing text, transforming multiple sentences into single sentences, and grammar. Deductions apply for illegible handwriting and spelling errors.
• Aptitude: 50 multiple-choice and short-answer questions testing numerical proficiency, logical reasoning, and general intellect.

Step-by-Step Online Application Procedure

1. Visit the Department of Examinations online application portal: www.doenets.lk.
2. Navigate to Our Services > Online Applications – Recruitment Exams/E.B. Exams.
3. Download and thoroughly read the Common Instructions before starting. The form must be completed in English.
4. Select your district of residence (Schedule I) and your preferred examination town and town number (Schedule II).
5. Pay the examination fee of Rs. 600/- using an accepted digital payment method (Credit/Debit Card, BOC Online Banking / Flex App, or BOC teller slip).
6. Submit your application online on or before 9:00 PM on November 15, 2026.
7. Print and Attest: Download a copy of the submitted application form and keep it safely. The printed application with attested signature must be presented if called for the interview.
