JDS Scholarships for Public Sector Officers in Japan (2027/2028) Overview
The Ministry of Education, Higher Education and Vocational Education (Higher Education Division) has officially announced the opening of applications for the Project for Human Resource Development Scholarship by Japanese Grant Aid (JDS). This prestigious programme offers fully funded Master’s degree opportunities at leading universities in Japan for the 2027/2028 academic year to young government officials who are expected to play decisive roles in national development policy formulation.
The application deadline for the 2027/2028 academic intake is November 20, 2026.
Target Public Sector Categories & Eligibility Criteria
- Citizenship: Must be a citizen of Sri Lanka.
- Age Limit: Must be below 40 years of age as of April 1, 2027.
- Language Proficiency: Must have a good command of both written and spoken English.
- Eligible Officer Cadres:
- “Executives / Senior Executives” as defined in Public Administration Circular No. 06/2006, Annexure II, Page 2 (IV Senior Level) and Page 5 (3.10 & 3.11).
- Confirmed officers belonging to the Sri Lanka All-Island Services (as per PSC rules No. 2310/29 dated 14.12.2022) and the Sri Lanka Foreign Service (SLFS) who have completed their probation period.
- Officials holding managerial positions or functions within the Central Bank of Sri Lanka (CBSL).
- Ineligibility Note: Officials from State-Owned Enterprises (SOEs) are not eligible for JDS; however, they are encouraged to explore thematic courses under the JICA Development Studies Program.

- Public Policy Studies: International University of Japan (Graduate School of International Relations), Meiji University (Graduate School of Governance Studies).
- International Relations and International Development: University of Tsukuba (Graduate School of Science and Technology), Nagoya University (Graduate School of International Development).
- Macroeconomics Studies: Kobe University (Graduate School of International Cooperation Studies).
- Public Finance and Investment Management: Hiroshima University (Graduate School of Humanities and Social Sciences / IDEC Institute).
- Industry Development Policy and Investment Promotion: Nagoya University (Graduate School of International Development), International University of Japan (Graduate School of International Management).

රාජ්ය නිලධාරීන් සඳහා ජපානයේ JDS පශ්චාත් උපාධි ශිෂ්යත්ව 2027/2028
ශ්රී ලංකා රාජ්ය සේවයේ විධායක සහ ජ්යෙෂ්ඨ විධායක නිලධාරීන් වෙනුවෙන් ජපන් රජයේ ප්රදාන ආධාර යටතේ පිරිනමනු ලබන JDS (Project for Human Resource Development Scholarship) පශ්චාත් උපාධි (Master’s) ශිෂ්යත්ව සඳහා අධ්යාපන, උසස් අධ්යාපන හා වෘත්තීය අධ්යාපන අමාත්යාංශය මගින් අයදුම්පත් කැඳවා ඇත.
- සුදුසුකම් ලබන නිලධාරීන්: සේවය ස්ථිර කරන ලද සමස්ත ලංකා සේවාවල නිලධාරීන්, ශ්රී ලංකා විදේශ සේවයේ නිලධාරීන් සහ ශ්රී ලංකා මහ බැංකුවේ කළමනාකාරීත්ව නිලධාරීන්.
- වයස් සීමාව: 2027 අප්රේල් 01 දිනට වයස අවුරුදු 40ට අඩු විය යුතුය.
- ප්රතිලාභ: පූර්ණ පාඨමාලා ගාස්තු, ගුවන් ප්රවේශපත්ර, මාසික යැපීම් දීමනා සහ නවාතැන් දීමනා ඇතුළු සියලුම වියදම් සම්පූර්ණයෙන්ම ආවරණය කෙරේ.
- අයදුම්පත් භාරගන්නා අවසාන දිනය: 2026 නොවැම්බර් 20.
அரச உத்தியோகத்தர்களுக்கான ஜப்பானின் JDS புலமைப்பரிசில்கள் 2027/2028
இலங்கை அரச சேவையில் உள்ள இளம் நிறைவேற்று அதிகாரிகளுக்கான ஜப்பான் அரசாங்கத்தின் மனிதவள அபிவிருத்தி புலமைப்பரிசில் (JDS) திட்டத்தின் கீழ் 2027/2028 ஆம் கல்வியாண்டுக்கான முதுமானிப் (Master’s) பட்டப்படிப்புகளுக்கு கல்வி, உயர் கல்வி மற்றும் தொழிற்கல்வி அமைச்சினால் விண்ணப்பங்கள் கோரப்பட்டுள்ளன.
- தகைமையுடைய உத்தியோகத்தர்கள்: சேவை உறுதிப்படுத்தப்பட்ட இலங்கை அனைத்து மாகாண/அகில இலங்கை சேவைகள், இலங்கை வெளிநாட்டுச் சேவை மற்றும் இலங்கை மத்திய வங்கியின் முகாமைத்துவ நிலை உத்தியோகத்தர்கள்.
- வயதெல்லை: 2027 ஏப்ரல் 01 ஆம் திகதியன்று 40 வயதிற்குட்பட்டவராக இருத்தல் வேண்டும்.
- நன்மைகள்: முழுமையான கல்விக் கட்டணம், மாதாந்த வாழ்க்கைச் செலவு கொடுப்பனவு, விமானப் பயணச் சீட்டுக்கள் மற்றும் தங்குமிடக் கொடுப்பனவுகள் வழங்கப்படும்.
- விண்ணப்பிக்கும் இறுதித் திகதி: 2026 நவம்பர் 20.

- Free promotional info sessions are available: Online seminars take place on October 16, 23, 30, and November 05, 12 (14:00–15:00), alongside provincial face-to-face sessions.
