Japan JDS Master’s Scholarships 2027/2028 Overview
The Ministry of Education, Higher Education and Vocational Education (Higher Education Division), in collaboration with the Japan International Cooperation Agency (JICA) and the Japan International Cooperation Center (JICE), has announced Master’s degree scholarship opportunities under the Project for Human Resource Development Scholarship (JDS) by Japanese Grant Aid for the 2027/2028 academic cycle.
The JDS scholarship supports human resource development across Sri Lanka’s public sector, preparing young administrative leaders who will actively engage in social and economic development policy formulation and bilateral cooperation upon returning from Japan.

ජපන් රජයේ ප්රදාන ආධාර යටතේ ක්රියාත්මක වන මානව සම්පත් සංවර්ධන ශිෂ්යත්ව වැඩසටහන (JDS) හරහා 2027/2028 අධ්යයන වර්ෂය සඳහා පශ්චාත් උපාධි (Master’s Degree) පාඨමාලා හැදෑරීමට ශ්රී ලංකා රජයේ විධායක/ජ්යෙෂ්ඨ විධායක නිලධාරීන්ගෙන් අයදුම්පත් කැඳවා ඇත. අයදුම්පත් භාරගන්නා අවසාන දිනය 2026 නොවැම්බර් 20 වේ.

ஜப்பான் அரசாங்கத்தின் மனிதவள அபிவிருத்தி புலமைப்பரிசில் திட்டத்தின் (JDS) கீழ் 2027/2028 கல்வியாண்டிற்கான முதுமானிப் (Master’s) பட்டப்படிப்புகளுக்கு இலங்கை அரச துறை மற்றும் அகில இலங்கை சேவை உத்தியோகத்தர்களிடமிருந்து விண்ணப்பங்கள் கோரப்பட்டுள்ளன. விண்ணப்பங்களைச் சமர்ப்பிப்பதற்கான இறுதித் திகதி 2026 நவம்பர் 20 ஆகும்.
Eligibility Criteria
- Citizenship: Must be a citizen of Sri Lanka.
- Age Limit: Must be below 40 years of age as of April 1, 2027.
- Language Proficiency: Good command of both written and spoken English.
- Public Sector Status:
- Must be categorized as “Executives / Senior Executives” under Public Administration Circular No. 06/2006 (Annexure II, Page 2, IV Senior Level, and Page 5, 3.10 & 3.11).
- Officers belonging to the Sri Lanka All-Island Services (as per PSC rules No. 2310/29 dated 14.12.2022) and Sri Lanka Foreign Service who have completed probation and been confirmed in service.
- Officers serving in managerial positions or managerial functions at the Central Bank of Sri Lanka (CBSL).
- Motivation: Must demonstrate a clear interest in studying in Japan and a commitment to utilizing the academic expertise and networks gained through JDS in their public service career.
- SOE Note: Officers from State-Owned Enterprises (SOEs) are not eligible for this scholarship; however, they may apply for thematic courses under the JICA Development Studies Program.

- Download the official Application Guideline (AG), Application Form (AF), and designated university documents.
- Fill out the Application Form and attach all certified academic transcripts, degree certificates, and service confirmations.
- Submit completed application packs through your respective Line Ministry or organization directly to the External Resources Department (ERD) on or before November 20, 2026.
