The Ministry of Education has issued a Gazette notification on the Third Amendment to the Service Minutes of the Sri Lanka Teacher Service (SLTS), introducing a significant reform to teacher professional development through a newly structured Efficiency Bar (EB) Examination system.
This amendment clearly outlines the introduction of 10 new EB modules applicable to various teacher grades, aimed at enhancing competencies, professionalism, and career progression within the service.
Key Highlights of the Gazette:
- EB 1
- For: Class 3 – Grade II, Class 3 – Grade I, and 2-11 B.Ed. recruited teachers
- Completion: Within 3 years
- Focus: Teacher professionalism, teaching methods, digital technology, and education law
- EB 2
- For: 2-11 teachers (excluding B.Ed. direct recruits)
- Completion: Within 4 years
- Focus: Leadership, classroom and activity management, inclusive education
- EB 3
- For: DATS 2 – Grade I teachers
- Completion: Within 4 years
- Focus: Well-being, 21st-century school practices, and action research
Examination Format:
- Paper I: MCQs – 1 hour – 40 marks
- Paper II: Short structured questions – 2 hours – 60 marks
- Passing Criteria: A combined score of over 40% is required
The EB Exam will be conducted twice a year, and this Gazette provides the legal and procedural framework for implementation.
