The Public Service Commission (PSC) has released Circular No. 01/2025, introducing new clarifications regarding educational and additional qualifications required for recruitment, promotion, and appointments within the public service.
The directive, addressed to all Secretaries of Ministries and Heads of Departments, emphasizes the recognition of degree qualifications in line with the University Grants Commission (UGC) and legislative provisions.

- Recognized Degrees:
- Degrees awarded by a State University or a Foreign University recognized by the UGC.
- Degrees awarded by a University established under an Act of Parliament of Sri Lanka.
- Degrees recognized under Section 25A of the Universities Act No. 16 of 1978.
- Verification of Authenticity:
The circular stresses that the authenticity of each degree must be verified with the relevant university before confirming appointments or granting promotions. - Scope of Application:
The new rules apply to all service minutes and recruitment schemes where educational or additional qualifications are specified and approved by the PSC.
