The Ministry of Education, Higher Education and Vocational Education has officially released Circular No. 02/2026, outlining the comprehensive plan for the distribution of free school uniform materials to students across Sri Lanka for the 2026 academic year. This program, which comes into effect on January 15, 2026, serves students in government and government-aided schools, as well as student bhikkhus and seela mathas in approved pirivenas.
Key Program Highlights
- International Grant: The total uniform material requirement for 2026 has been received as a grant from the People’s Republic of China.
- Standardized Packaging: Materials are provided in pre-packed bags tailored to specific student categories.
- Clergy Support: The program continues to provide robe materials for clergy students, with junior students (Grades 1-7) receiving 6.40 meters and senior students (Grades 8-13) receiving 9.14 meters.
Distribution Guidelines for Schools
The Ministry has established strict protocols to ensure the materials reach every student efficiently:
- Primary Students (Grades 1-5): Because these students are minors, uniform materials must be handed directly to parents or guardians, who are required to provide a signature upon receipt.
- Secondary Students (Grades 6-13): Teachers in charge are responsible for distributing packets directly to students and obtaining their signatures.
- Accountability: Principals are tasked with the safe storage of materials and must maintain all signature documents for future audit purposes.
Management of Surplus Stock
To prevent waste, the Ministry has mandated a clear “return” policy for any excess materials:
- School Level: Principals must inform Zonal/Divisional offices of any surplus in writing.
- Divisional Level: The Divisional Director will redistribute excess stock to schools with deficits within their division.
- Zonal Level: Any remaining surplus after divisional balancing will be stored safely by the Zonal Director of Education for use in the following year.
Note: Officials have been warned that disciplinary action will be taken against any Principal or Director who proceeds outside of these official arrangements.
Reporting and Oversight
To ensure transparency, the Ministry requires the submission of Final Comparison Reports (Annex 6) to the Chief Accountant (Procurements). Survey boards will also be appointed by Zonal Directors to conduct random spot checks at schools to verify the accuracy of distribution reports.
