A Detailed Guide for Students Applying Under the UGC System
Every year, thousands of students aspire to enter State Universities in Sri Lanka. While many focus on the qualifications needed to apply, it is equally important to understand who is not eligible for university admission under the Universities Act No. 16 of 1978 (as amended). This article outlines the key restrictions set by the University Grants Commission (UGC) that disqualify certain applicants—especially those applying for internal undergraduate programs.
1. More Than Three Attempts at G.C.E. (A/L)
Students who have sat the G.C.E. Advanced Level (A/L) examination more than three times are not eligible for admission. These attempts do not need to be consecutive. However, once a student has used three attempts, they cannot use results from any future or past attempt for university admission through the UGC.
2. Previously Registered at a State University
Students who have already been registered as internal students at any State University or Higher Educational Institute established under the Universities Act are not allowed to reapply under the UGC system. This policy ensures each student gets one opportunity to access free undergraduate education.
3. Registered Under Free Education in Other Government Institutes
Students who have previously studied under free education in the following institutions are ineligible:
- Bhiksu University of Sri Lanka
- Buddhist & Pali University of Sri Lanka
- General Sir John Kotelawala Defence University (as enlisted officer cadets)
- University of Vocational Technology
- Ocean University of Sri Lanka (applicable to students registered in or after 2017)
These institutions fall under different Acts of Parliament and not the Universities Act No. 16 of 1978.
4. Students of Colleges of Education
Students who are or were registered as internal students in a College of Education are not eligible for admission to State Universities or Higher Educational Institutes through the UGC.
5. Diploma Students in University Colleges Under the University of Vocational Technology
Those who have been registered for three-year diploma programmes in University Colleges operating under the University of Vocational Technology (UVT) are disqualified from applying for internal university admissions under the UGC system.
6. Students in Full-Time HND/NDES Programs
Students who are pursuing full-time diploma programs of three years or more are ineligible if they are enrolled in:
- Higher National Diploma (HND) at institutions under the Sri Lanka Institute of Advanced Technological Education (SLIATE)
- National Diploma in Engineering Sciences (NDES) at the Institute of Engineering Technology (IET) under the National Apprentice and Industrial Training Authority (NAITA)
However, students who withdraw their registration within 60 days from the last registration date may apply for university admission using a later A/L attempt. This exception applies only if they voluntarily registered; students who join these programs through vacancies are not entitled to this 60-day concession.
7. Foreign Scholarship Recipients for First-Degree Courses
Any student who has accepted a foreign scholarship—coordinated by the Ministry of Higher Education—to pursue a first-degree level course is not eligible for internal admission through the UGC.
8. Degree Holders from State Institutions
If a student has already obtained a first degree (or equivalent) from any of the institutions or programs listed under Sections 2 to 7, they are not permitted to apply for a second internal degree through the UGC.
9. Submitting False Information or Forged Documents
If an applicant provides false information or forged documents during the application or registration process, they will face serious consequences:
- If detected before admission, the application will be cancelled, and the applicant will be banned from applying in any future academic year.
- If detected after admission, the student will be dismissed from the university or higher educational institute.
