The Ministry of Education, Higher Education, and Vocational Education has officially released Circular No. 27/2026, outlining the annual transfer procedure for officers in Grades I, II, and III of the Sri Lanka Teacher Educators’ Service (SLTES) for the year 2027. Signed by Ministry Secretary Nalaka Kaluwewe with the approval of the Public Service Commission, the directive applies to officers serving across National Colleges of Education (NCoEs), Teachers’ Training Colleges (TTCs), and Teachers’ Centers.
📋 Key Transfer Regulations
🔁 Mandatory Transfers
Officers who have completed 8 or more years of service at a single station are subject to compulsory annual transfers, even if they have not applied for one.
✅ Eligibility Criteria
NCoE Presidents, Vice Presidents, and TTC Principals who have served a minimum of 5 years in their formal appointments are eligible to apply. All other SLTES officers can apply after completing 2 years of service.
🎂 Age Exemption Rules
Officers over 55 years of age will generally not be transferred out of their current province without their request, except for disciplinary issues or exigencies of service. Officers turning 58 by January 1, 2027, are exempt from intra-provincial transfers unless requested.
💙 Special Considerations
Priority and merciful consideration will be granted to officers with disabled children, spouses with long-term illnesses or serving abroad, public servant couples seeking joint postings, and spouses of military or police personnel disabled in action in the North and East.

⚠️ Important Notices
🏫 For Institutional Heads
Institutional heads are strictly advised to release transferred officers on the due date without waiting for successors. Failure to do so will result in disciplinary action, and heads of institutions will bear responsibility for salary payments made to unreleased officers after their transfer takes effect.
📝 Appeals
Appeals against transfer orders can be directed to the Public Service Commission within 14 days of publication via Form 03.
