The Ministry of Education, Higher Education, and Vocational Education has officially released Circular No. 22/2026, outlining the operational guidelines for distributing sanitary napkin gift vouchers to eligible female school students for the year 2026.
The national program aims to support menstrual hygiene management among school-going girls, targeting all female students who have attained puberty and are studying in Grade 6 and above in government schools and government-assisted special schools.
The provisions of this new circular came into effect on 01 June 2026, officially cancelling the previous year’s Circular No. 22/2025.
Voucher Breakdown & Value
Each eligible student is entitled to a total financial allocation of Rs. 1,440, divided into two separate gift vouchers:
- Voucher A: Valued at Rs. 720
- Voucher B: Valued at Rs. 720
Strict Issuance Rule: The Ministry has explicitly instructed school heads that Voucher A and Voucher B must not be distributed to students simultaneously. They are to be handed out on two separate occasions corresponding to their respective validity periods.
Validity Periods
Schools and students must adhere strictly to the separate timelines allocated for each voucher:
- Gift Voucher A: Valid from 01 June 2026 to 31 July 2026
- Gift Voucher B: Valid from 01 September 2026 to 31 October 2026
Approved Brands and Purchase Options
Vouchers can only be exchanged for sanitary napkins manufactured by companies officially registered and approved by the Ministry.

Packet Options Per Voucher
Students have the flexibility to select one of the following distribution packages based on availability and preference:
- Option 1: 6 packets containing 8 sanitary napkins each (Total 48 pads)
- Option 2: 4 packets containing 10 sanitary napkins each (Total 40 pads)
Direct School Delivery & Implementation Guidelines
To simplify the process, local agents from the approved companies will visit schools directly to supply the sanitary napkin packets in exchange for the vouchers. Principals are expected to coordinate these visits seamlessly.
Critical Instructions for School Administration:
- Verification: Principals are directly responsible for ensuring vouchers are only given to eligible students listed on the official school register.
- Authentication: The official stamp of the Principal must be placed on the reverse side of every voucher before it is handed over.
- Class Teacher Accountability: Class teachers must maintain an accurate log of the distributed vouchers and obtain the student’s signature upon receipt.
- Voucher Care: Damaged or scratched voucher numbers will automatically render the voucher invalid.
- No Commercial Promotion: Schools are strictly prohibited from allowing brand or company marketing/promotions on school grounds during this process.
- Reporting Defaults: Administration must log company visits and immediately report any registered brand that fails or refuses to visit the school.
Return of Leftover Vouchers
Any undistributed or remaining gift vouchers must be accounted for and returned using the designated official formats. Provincial Departments of Education are tasked with compiling the final comprehensive report.
All documentation, alongside the leftover vouchers, must be submitted to the Additional Secretary (Procurement), Ministry of Education, Higher Education and Vocational Education, Isurupaya, Battaramulla, on or before 10 October 2026.
