The Ministry of Public Administration, Provincial Councils and Local Government has issued a new circular letter (No. 05/2025) dated June 27, 2025, outlining specific instructions regarding the implementation of the revised salary structure and related allowances for public servants, following the 2025 budget proposals.
The circular references Public Administration Circular 10/2025, dated March 25, 2025, and provides clarification on three key areas: calculation of language allowance, payment of allowances for officers released to services outside the public sector, and remuneration for officers acting in or attending to duties of higher posts.
Key Highlights:
- Language Allowance Adjustment: Officers entitled to language allowances must have their payments recalculated using the new salary increment values specified in Schedule II of Circular 10/2025. Adjustments should reflect any increment changes applicable from April 1, 2025.
- Officers Released from Public Service: If an officer is formally released to serve outside the public service under government policy but continues to receive a salary based on their substantive post, they are entitled to allowances as per Schedule III and 25% of their current salary increment (Schedule II).
- Acting and Duty Allowances: Detailed multi-step calculations are prescribed for officers temporarily appointed to act in or attend to duties of higher posts. These include different scenarios based on full-time acting, comparative salary levels, and applicable increments.
Furthermore, while payment methods have been revised, the provisions and limits outlined in Chapter VII, Section 12 of the Establishments Code remain unchanged.
The circular has been issued with the concurrence of the General Treasury and aims to ensure consistency and fairness in the implementation of revised salary and allowance structures across all public sector institutions.
