The Ministry of Public Administration, Provincial Councils and Local Government has officially issued Public Administration Circular 16/2025, announcing the Competitive Examination for Promotion to the Supra Grade of Management Services Officers’ Service on Merit – 2025.
According to the circular, 50% of the existing vacancies in the Supra Grade will be filled based on merit. Eligible officers from the Combined Services who meet the criteria can apply before the deadline of August 11, 2025.
Eligibility Requirements:
- Minimum of 5 years of active and satisfactory service in Grade I of the Management Services Officers’ Service.
- No disciplinary punishments as per PSC Circular 01/2020.
- Completion of the required Efficiency Bar Examination.
Examination Format:
The selection process includes a written test, evaluation of seniority, and assessment of experience:
- Written Aptitude & Case Study Exam – 100 marks (Minimum pass: 40 marks)
- Part I: General Office Administration (40 marks)
- Part II: Case Study (60 marks)
- Seniority – Up to 60 marks
- Experience – Up to 40 marks
The written test is scheduled for October 2025 in Colombo and will be conducted in Sinhala, Tamil, and English. The exam fee is Rs. 600, payable to any post office or divisional secretariat.
Application Process:
Applicants must:
- Use the specified application format.
- Submit through the respective Head of Department.
- Send by registered post to the Commissioner General of Examinations, P.O. Box 1503, Colombo.
- Clearly mark the envelope with:
“Competitive Examination for Promotion to Supra Grade of Management Services Officers’ Service on Merit – 2025”.
Important Notes:
- Admission cards will be issued to eligible applicants.
- Applicants must present a NIC, passport, or driving license at the examination hall.
- Failure to report for duty within a month of promotion may lead to cancellation.
