The National Fuel Pass is a digital system that allocates a weekly fuel quota to vehicles based on their category. This system was originally launched in 2022 and has been reactivated to manage fuel reserves and curb hoarding.

1. How to Register for the First Time
If you are a new vehicle owner or did not register during the previous cycle, follow these steps:
- Visit the Website: Go to fuelpass.gov.lk.
- Select ‘Vehicle Registration’: Enter your mobile number.
- Verify with OTP: You will receive a One-Time Password (OTP) via SMS. Enter it to proceed.
- Enter Personal Details: Provide your National Identity Card (NIC), Passport, or Business Registration Number (BRN).
- Enter Vehicle Details:
- Vehicle Number (e.g., CAB-1234)
- Chassis Number (found on your registration document)
- Vehicle Category (Car, Bike, Van, etc.)
- Fuel Type (Petrol or Diesel)
- Download QR: Once verified by the Department of Motor Traffic (DMT), your unique QR code will be generated. Save a screenshot or print it.
2. Already Registered? How to Retrieve Your QR
If your vehicle and mobile number haven’t changed since the previous system (discontinued in 2023), your data should still be in the system.
- Step: Go to the website and click “Vehicle Login”.
- Step: Enter the mobile number you used previously.
- Step: Download your existing QR code.
Note: If you have sold your vehicle or changed your phone number, you must select the “Delete Profile” option (if accessible) or re-register under the new details starting from March 15.
3. Latest Fuel Quotas (March 2026)
As of the latest update, the following weekly limits apply:

- Chassis Number Mismatch: Ensure you are entering the number exactly as it appears on your “CR” (Registration Certificate).
- No Smartphone? You can register using a basic mobile phone via a computer and carry a printed copy of the QR code.
