🏗️ About the Development Project
The Bandaranaike International Airport Development Project is intended to transform and expand airport facilities to meet the growing demands of the aviation industry. The project is funded by the Japan International Cooperation Agency and includes a new terminal building, modern airport facilities, mechanical, electrical and plumbing works, information-technology infrastructure and civil-engineering construction with Japanese engineering consultancy.
Applications are invited for appointments to the Project Management Unit in accordance with Management Services Circular No. 2/2026 dated 28 March 2026.

🎓 Qualifications and Experience
1. Project Director – 01 Post
Applicants must satisfy one of the following qualification pathways:
- A UGC-recognized bachelor’s degree in the relevant field, together with a postgraduate master’s degree, associate membership or a similar professional qualification in the relevant field, and at least 12 years of post-qualifying managerial experience, including six years at senior managerial level.
- Corporate or fellow membership of a recognized professional body in the relevant field, together with at least 10 years of relevant managerial experience, including five years at senior managerial level.
2. Project Contract Specialist – 01 Post
- A UGC-recognized bachelor’s degree in Civil Engineering, together with a postgraduate master’s degree, associate membership or similar professional qualification in the relevant field, and at least 10 years of relevant managerial-level experience.
- Alternatively, a Class I officer of a government All-Island Service or an officer holding similar status in the relevant field, with a postgraduate master’s degree and at least three years of experience in a Class I post or equivalent status.
3–6. Civil, Electrical, Electronics and Mechanical Engineers
- A UGC-recognized bachelor’s degree or equivalent qualification in the relevant field, together with associate membership or a similar professional qualification from a recognized professional body and at least seven years of relevant experience.
- Alternatively, a Class II/III or higher officer of a government All-Island Service, or an officer of similar status in the relevant field, with at least seven years of experience in a Class II/III post or equivalent status.
7–8. Project Accountant and Project Internal Auditor
Applicants must satisfy one of the following pathways:
- A UGC-recognized bachelor’s degree or equivalent qualification in the relevant field, together with the Licentiate II Intermediate Examination, Certificate II in Accounting and Business, Business Level Examination, Corporate Level Examination, a higher examination of the Institute of Chartered Accountants or a similar recognized professional qualification, and at least seven years of post-qualifying experience.
- Associate membership or a similar professional qualification from a recognized professional body, with at least four years of relevant experience.
- A Class II/III or higher officer of a government All-Island Service, or an officer of similar status in the relevant field, with at least seven years of experience in a Class II/III post or equivalent status.
9. Accounts Assistant – 01 Post
- A UGC-recognized bachelor’s degree or equivalent qualification in the relevant field, or an accepted NVQ Level 7 qualification relevant to the technical field of the post, with at least three years of experience in the required area of specialization.
- An accepted NVQ Level 6 qualification relevant to the technical field of the post, with at least six years of experience in the required area of specialization.
- An accepted NVQ Level 5 qualification relevant to the technical field of the post, with at least nine years of experience in the required area of specialization.
10. Steno Clerk – 03 Posts
- Passed three subjects at the GCE Advanced Level Examination in one sitting.
- Passed six subjects at the GCE Ordinary Level Examination in one sitting, with credit passes in Sinhala or Tamil, English Language, Mathematics and two other subjects.
11. Office Assistant – 03 Posts
- Passed six subjects at the GCE Ordinary Level Examination, with credit passes in at least two subjects including Sinhala or Tamil, in not more than two sittings.
- Computer literacy and experience as an Office Assistant will be considered added qualifications.
- Preference will be given to residents of the Gampaha District.
⭐ Preferred Experience and Additional Qualifications
- Experience in foreign-funded projects.
- Competency in reviewing claims, preparing responses and interpreting contractual provisions for the Project Contract Specialist post.
- Membership of a recognized professional institution.
- Familiarity with Microsoft Office packages and competency in AutoCAD, MS Project or equivalent software for engineering posts.
- Experience in information technology, electronics and extra-low-voltage systems in building and infrastructure-development projects for the Electronics Engineer post.
- Experience in international-airport-related construction projects.

🏦 EPF and ETF Contributions
The employee will contribute 8% of salary to the Employees’ Provident Fund. The employer will contribute 12% to EPF and 3% to the Employees’ Trust Fund.
📆 Contract Renewal
Project staff will be recruited on a one-year contract, renewable annually subject to satisfactory performance.
