Annual Transfers 2027 of Non-Academic Staff Appointed by the Ministry of Education
The Ministry of Education, Higher Education, and Vocational Education has issued Circular No. 24/2026 setting out the annual transfer process for 2027, covering 14 non-academic staff designations. Transfers take effect from January 01, 2027.

📜 General Transfer Policy
- ✔️Eligibility to Apply: Officers who have completed 2 years of continuous service at their current station.
- ⚠️Compulsory Transfers: Officers who have completed more than 5 years at a single station, or 5 years at a “preferred station.”
- 📍Out-of-District Transfers: Officers with 10 years of service in popular stations within the same zone may be transferred outside the district.
⚠️ No mutual transfer applications accepted before 01 Jan 2027
🖥️ Application Procedure
- 💻Online Submission Mandatory: Apply via moe.gov.lk. Applications not submitted online will not reach the Transfer Board.
- 📧One Email Per Application: Use only one unique email address to avoid processing errors.
- 🖨️Printed Copy Required: Submit a printed copy with the Head of Institution’s recommendation.

🏫 Responsibility of Heads of Institutions
- 📝To retain an officer for an additional year due to service needs or a serious medical condition (supported by valid medical certificates), complete the relevant Excel sheet (Annex 02) and email it to [email protected], while also sending the documents to the Ministry Secretary via registered post before 31 July 2026.
- 🚪Heads of Institutions must release transferred officers on the specified dates so they can report to their new stations without waiting for replacements.
- ⚖️Disciplinary action will be initiated against institutional heads who violate these directives.
