The Ministry of Education, Higher Education, and Vocational Education has issued 2026 Annual Transfer Procedure for SLTES – Sri Lanka Teacher Educators’ Service. Implemented with the approval of the Public Service Commission , the procedure applies to SLTES officers serving in National Colleges of Education, Teachers’ Training Colleges, and Teachers’ Centers.
Key Transfer Categories and Timeline
The circular details four main types of transfers: Annual Transfers, Transfers on exigencies of service, Transfers on disciplinary grounds, and Mutual transfers at the requests of Public Officers.
The Annual Transfers for 2026 will follow a strict timetable:
- Establishment of Annual Transfer Boards: Before 10 November 2026.
- Submission of Applications (Officer): Before 31 December 2026.
- Issuance of Final Transfer Orders: Before 01 April 2026.
- Enforcement of Transfer Orders: Before 01 May 2026.
Officers Subject to Annual Transfers
All officers in Grades I, II, and III of the SLTES are subject to annual transfers, including the President and Vice President of National Colleges of Education, and Principals of Teacher Training Colleges.
- Mandatory Transfer: Officers who have completed 08 years or more of service in a single place of work are subjected to transfer, even if they have not applied. A list of these officers must be sent to the Secretary of the Ministry of Education before 31 July each year.
- Eligibility to Apply:
- Presidents/Vice Presidents/Principals: Eligible to apply after a minimum of 05 years in their formal appointment posts.
- Other SLTES Officers: Eligible to apply after completing a minimum service period of 02 years.
