📌 Compulsory Transfer Criteria
- Served at the same service station for 6 years or more.
- Completed a total of 12 years in a Ministry, Department, or Provincial Council.
- Completed 12 years in an institution or District Secretariat located outside the Colombo District.
- Completed the maximum 3-year service period at designated popular stations.
- Optional Transfers: Officers not compulsorily eligible may apply if they have completed at least 2 years at their current station.
🏛️ Popular Stations (Max 3 Years)
- Department of Customs
- Department of Immigration and Emigration
- Department of Motor Traffic
- Department of Excise
- Department of Inland Revenue
- Department for Registration of Persons
⚖️ Excluded Institutions & Special Guidelines
- Excluded Institutions: Presidential Secretariat, Prime Minister’s Office, Office of the Chief Government Whip, Office of the Leader of the House, Cabinet Office, and Office of the Leader of the Opposition are excluded from annual transfers.
- Independent Commissions: Transfers involving PSC, Election Commission, Finance Commission, Delimitation Commission, Police Commission, Procurement Commission, and Audit Service Commission require concurrence of the respective head of institution.
- Special Placement Considerations: Where possible, officers requesting transfers should be considered for stations located close to their spouse’s workplace.
- Age Over 58: Officers above 58 years of age will normally not be transferred outside their district without their consent or specific grounds.
📝 Application & Appeal Instructions
- Download the prescribed Annex I application form via the official Ministry portal (pubad.gov.lk) under Services → Sri Lanka Administrative Service → Downloads.
- Submit applications with recommendations from the Head of Department and Ministry Secretary before 15 October 2026. Mark “Annual Transfers in SLAS – 2027” on the envelope.
- Appeals against final transfer orders to the Public Service Commission must be submitted through the Ministry Secretary within 14 days of receiving the order.
⚠️ Mandatory Compliance Notice
- The Transfer Committee has the full authority to transfer officers who are compulsorily subject to the procedure even if they do not submit an application.
- Appeals to the Public Service Commission submitted after the prescribed period will strictly not be considered.
