Public Service Salary Circular Amended for Teachers and Trainees

The Ministry of Public Administration, Provincial Councils and Local Government has issued a special amendment to the Public Administration Circular No. 10/2025 regarding the revision of salaries of the public service based on the 2025 Budget proposals. The amended circular, numbered Public Administration Circular 10/2025 (I), was issued on 24 April 2026.

According to the circular, several important revisions have been introduced affecting teachers, trainee officers, customs officers, and para-medical services.

Key Amendments Introduced

1. Salary Placement for Sri Lanka Teachers’ Service

The circular has officially clarified the salary placement method for officers appointed to Grade 2-II of the Sri Lanka Teachers’ Service under different qualification categories.

The revised salary placement is as follows:

This clarification is expected to benefit thousands of graduate teachers and trained teachers awaiting proper salary placement under the new salary structure.

2. Monthly Training Allowances Revised

The government has also revised monthly allowances for apprentice and trainee officers with effect from 01 April 2025.

Apprentice Medical Officers

  • 2025: Rs. 68,380
  • 2026: Rs. 76,465
  • 2027: Rs. 84,550

Pupil Nurses / Para Medical Services / Technological Services

3. Amendments to Customs and Para Medical Service Salary Codes

The circular also revises the salary codes applicable to several posts under Sri Lanka Customs and the Service of Professions Supplementary to Medicine.

Revised Salary Codes Include:

  • Chief Inspector of Customs – RS 3-2025
  • Inspector of Customs (Grade I) – RS 2-2025
  • Inspector of Customs (Grade II) – RS 1-2025
  • Customs Guard – PL 2-2025
  • Speech Therapist / Audiology Technician Service Grades – MT 6-2025 and MT 8-2025

Circular Effective Date

The revised provisions are applicable alongside the implementation of the 2025 Budget salary revisions and related adjustments announced for the public service. The circular was signed by Secretary S. Alokabandara of the Ministry of Public Administration, Provincial Councils and Local Government
