Scope of the Decision
The decision applies to individuals employed across various government segments, including:
- Public Service and Provincial Public Service
- State Corporations
- Statutory Boards and other Government Institutions
This move specifically targets employees who were recruited under the following categories:
- Temporary or Casual (Daily wage)
- Substitute (Relief) basis
- Contract basis
- Relief basis recruitment
Background and Implementation
The initiative follows Proposal No. 33.11 of the 2026 Budget, where the President proposed granting permanent appointments to these workers to stabilize the state workforce.
The joint proposal was submitted to the Cabinet by:
- The President, in his capacity as the Minister of Finance, Economic Stabilization, and National Policies.
- The Minister of Public Administration, Home Affairs, Provincial Councils, and Local Government.
Next Steps
With the Cabinet’s approval, a formal Circular will be issued shortly by the relevant ministries. This circular will outline the specific criteria, provisions, and the procedural framework required to transition these 9,800 employees into permanent service.
