The Ministry of Public Administration, Provincial Councils, and Local Government has released Public Administration Circular No. 07/2025, outlining new guidelines for the payment of allowances to resource persons conducting training programs, seminars, and similar events for public officers. These guidelines, effective from March 1, 2025, aim to standardize the payment process across public institutions.
Key Highlights of the Circular:
- Allowance Structure:
- Secretaries to Ministries, Senior Professors/Professors:Â Rs. 2,400 per hour
- Senior Lecturers, Grade I Officers:Â Rs. 2,000 per hour
- Grade II Officers, Senior Lecturers in Educational Institutes:Â Rs. 1,800 per hour
- Probationary Lecturers, Grade III Officers:Â Rs. 1,600 per hour
- Graduates without specified posts:Â Rs. 1,400 per hour
- Lecturers with other qualifications:Â Rs. 1,200 per hour
- Maximum Allowable Hours:
- Resource persons can be paid for a maximum of 3 hours per day. In cases where lectures extend beyond 3 hours due to group work or practical activities, payments can be made for up to 6 hours, subject to approval by the Head of the Institution.
- Conditions for Payment:
- Allowances are applicable only for programs conducted outside the regular duties and working hours of the resource persons.
- Internal officers serving as resource persons for their own institution during normal working hours are not eligible for allowances.
- Retired public employees will be paid based on their last held position at the time of retirement.
- Residential Programs:
- For residential training programs where accommodation and food are provided, combined allowances will not be paid. However, traveling expenses can be claimed if transportation is not provided.
- Approval and Compliance:
- Heads of institutions must obtain necessary approvals from the relevant authorities before conducting training programs and ensure that the selection of resource persons does not disrupt normal duties.
- Approvals for allowance payments issued before February 28, 2025, will no longer be valid, and new payments must adhere to the guidelines outlined in this circular.
Implementation and Oversight:
The circular emphasizes the responsibility of institutional heads to ensure compliance with the new guidelines and to obtain the necessary approvals from the Secretary of the Ministry or the relevant competent authority. The Ministry has also stated that no additional allowances will be paid for the tasks covered under this circular.
