The Ministry of Education, Higher Education, and Vocational Education has issued a public notice advising prospective students and parents to exercise caution when enrolling in degree programs offered by local institutions affiliated with foreign universities.
In its statement, the Ministry clarified that it does not regulate these foreign-affiliated degrees and urged students to verify key details before making enrollment decisions.
The Ministry outlined four critical factors that students must confirm before registering:
- Agreement Validity: Ensuring a valid Memorandum of Understanding (MoU) exists between the local institute and the foreign university.
- University Recognition: Checking if the foreign university is listed in the Commonwealth Universities Yearbook or the World Higher Education Database.
- Adequate Facilities: Confirming that the local institute has the necessary infrastructure to deliver the degree program effectively.
- Student Registration: Verifying whether the local institute directly registers students with the foreign university.
Recognized Degree Programs
The Ministry has also provided a process to check recognized degrees. Students can visit the official website www.mohe.gov.lk to access a list of universities, degree-awarding institutions, and recognized degree programs approved under Section 25A of the Universities Act No. 16 of 1978.
Furthermore, the Ministry has made available extraordinary gazette notifications listing recognized degree programs up to February 28, 2025, which can be accessed through the same website.
