The Ministry of Public Administration, Provincial Councils, and Local Government has issued a new directive under Public Administration Circular Letter No. 04/2025, dated June 30, 2025. The circular introduces new measures to improve accountability and transparency in handling documents delivered by hand to public institutions.
According to the circular signed by Secretary S. Alokabandara, all government institutions are instructed to provide a formal acknowledgment receipt to individuals who hand-deliver documents to their offices. While most institutions already record both postal and hand-delivered documents, the lack of tangible proof for those delivering by hand has made follow-up difficult for citizens.
The new procedure ensures that the person submitting a document in person will receive confirmation of receipt, enhancing document tracking and ensuring proper follow-up. Institutions are further instructed to maintain internal records of hand-delivered documents using their standard office systems.
The circular is addressed to Secretaries of Ministries, Chief Secretaries of Provinces, and Heads of Departments, urging them to implement this practice immediately.
