The Sri Lankan government’s Budget 2025 has placed a strong emphasis on revamping the education sector, with significant financial allocations aimed at infrastructure development, scholarships, modernization, and improving accessibility for students at all levels. These initiatives reflect a commitment to creating a more inclusive and high-quality education system that benefits students across the country.
Key Budget Proposals for Education
1. School Infrastructure and University Development
- Rs. 10,000 million allocated for the renovation of schools pending since 2019.
- Rs. 135,000 million earmarked for enhancing the quality of the university system, ensuring better facilities and resources for higher education institutions.
2. Pre-School and Early Childhood Development
- Increased per-meal payment for the pre-school nutrition program from Rs. 60 to Rs. 100, with Rs. 1,000 million allocated.
- Rs. 80 million to establish a model early childhood education center, promoting quality learning environments for young children.
- A Rs. 1,000 increase in the monthly allowance for pre-school teachers, with Rs. 100 million set aside to support their contributions.
3. Modernization and Relocation of Schools
- Rs. 500 million proposed to review and prepare a national plan to relocate schools, particularly in rural areas with fewer than 100 students, ensuring better access and learning environments for all.
4. Student Scholarships and Financial Support
- Increased monthly scholarship from Rs. 750 to Rs. 1,500 for students from low-income families who qualify for the Grade 5 scholarship examination, with Rs. 1,000 million allocated.
- Increased Mahapola scholarship from Rs. 5,000 to Rs. 7,500 and monthly bursary payments from Rs. 4,000 to Rs. 6,500, effective from April 2025.
5. Nutritious Food Allowance for Student Athletes
- The monthly Nutritious Food Allowance for students in sports schools will be doubled from Rs. 5,000 to Rs. 10,000 per student, ensuring their dietary needs support optimal athletic performance.
6. Vocational Education Enhancements
- Increased stipend for vocational education students from Rs. 4,000 to Rs. 5,000 per month, with an additional Rs. 200 million allocated to encourage skill development in the workforce.
7. Scholarships for Undergraduate Courses
- A new program offering scholarships to outstanding G.C.E. A/L students to pursue undergraduate degrees at high-ranking universities abroad, with Rs. 200 million allocated to initiate the program in 2025. These students will be required to return and contribute to Sri Lanka’s development.
8. Development of Sports Schools
- Rs. 500 million allocated for developing specialized sports schools in five provinces: Western, Northern, Central, Uva, and North Central, enhancing sports education and training facilities.
9. Library and Digital Infrastructure Development
Rs. 3 billion allocated for enhancing Sri Lanka’s digital infrastructure, with a plan to establish a Digital Economic Authority as part of a phased transition towards a cashless economy while ensuring data security and privacy.
Rs. 100 million allocated for providing computers and essential facilities to Jaffna Library.
Rs. 200 million allocated for the development of regional libraries, promoting literacy and digital access.
