💻 Online Application Process
Transfer applications must be submitted through the official online application form. Applications that are not submitted online will not be accepted by the Transfer Board.
Each applicant must use a separate email address. One email address must not be used for multiple applicants because it may create issues during system processing.
After completing the online application, applicants must print the application, sign it, obtain the recommendation of the Head of the Institution, and forward the physical copy to the Ministry.
📄 Submission Requirements
- Online form: Complete and submit the transfer application online.
- Printed application: Print the submitted application form.
- Institutional recommendation: Obtain the signature and recommendation of the Head of the Institution.
- Excel summary: Heads of Institutions must prepare an Excel sheet including all applications.
- Email submission: Send the Excel sheet to [email protected].
- Registered post: Send the physical applications to Isurupaya, Battaramulla before July 31, 2026.

⚠️ Important Notice
Mutual transfer applications will not be entertained from the date of issue of the circular until January 1, 2027.
Heads of Departments and Heads of Institutions must ensure that all staff details are accurate and complete. False or incomplete information may result in strict disciplinary action.
Institutions must release transferred officers on the scheduled date without waiting for a replacement officer to report for duty.
