The Ministry of Education has directed provincial and zonal education authorities to simplify teacher performance evaluations and salary increment processing by using only two nationally recognized documents.

The directive was addressed to all Provincial Chief Secretaries, Provincial Education Secretaries, Provincial Public Service Commission Secretaries, Provincial Ministry of Education Secretaries, and Provincial Education Directors.

According to the circular, teacher unions had raised concerns regarding the existing performance evaluation and salary increment process. During evaluations involving national school teachers, various Zonal Education Offices had reportedly requested additional documents, reports, and regionally prepared formats.

The Ministry recognized that collecting unnecessary documents and completing inconsistent localized paperwork was negatively affecting teachers’ primary responsibilities, including classroom teaching and other educational activities.

📋 Instructions to Education Authorities

🛑 Stop Localized Forms

Provincial and zonal authorities have been instructed to stop using self-introduced or localized performance evaluation sheets and document requests.

🔄 Use a Uniform Procedure

Future performance evaluations and salary increment payments must follow the recognized national documentation process.

📑 Only Two Standard Documents Required

For future teacher performance evaluations and salary increment payments, authorities must use only the following two nationally recognized documents:

  1. Salary Increment Form වැටුප් වර්ධක ගෙවීමේ සහතිකය
  2. Teacher Performance Appraisal Form ගුරු කාර්ය සාධන පත්‍රිකාව

⚠️ Important Notice for Teachers

If a zonal or provincial education office requests documents outside the nationally mandated Teacher Performance Evaluation Sheet and National Salary Increment Payment Certificate, teachers may refer the relevant authority to Ministry Circular ED/02/29/02/02/47.
