The Ministry of Public Administration, Provincial Councils and Local Government has officially announced the process for granting permanent appointments to employees recruited on a temporary, casual, substitute, contract, or relief basis in the public sector under the 2026 Budget proposals.
According to the circular issued by the Combined Services Division on May 19, 2026, the program specifically applies to employees serving in the Drivers’ Service and Office Employees’ Service within the Combined Services framework.
To qualify for permanent appointments, applicants must satisfy several conditions, including:
- Recruitment to an approved vacancy in the relevant service
- Completion of at least 180 working days of continuous service by September 1, 2019
- Fulfillment of educational qualifications outlined in Public Administration Circulars 25/2014 and 25/2014(I)
- Possession of valid driving licenses for drivers recruited under temporary or contract basis appointments
The circular further states that temporary appointment letters must first be issued by the respective Heads of Institutions before formal appointments are processed by the Director General of Combined Services. Relevant annexes and application formats for Office Employees and Drivers have also been provided.
Authorities have emphasized that incomplete documentation may delay the issuance of permanent appointments. Ministries and departments are instructed to submit all required files within three months from the date of issuing temporary appointment letters.
The move is expected to provide job security and long-term benefits to thousands of public sector workers who have served for years under temporary employment arrangements.
