New Circular on Duty Hours of Non-Academic Staff in Schools and Education Institutions

The has issued Circular No. 44/2025 regarding the official duty hours of non-academic staff serving in National Schools, National Colleges of Education, Teacher Training Colleges, and Teacher Development Centers functioning under the Ministry.

According to the circular dated May 2026, the decision has been taken in line with existing Public Administration Circulars related to public sector working hours.

Officers Required to Work 7 Hours and 45 Minutes Per Day

The following categories of officers are required to engage in duties for 7 hours and 45 minutes per day:

  • Development Officers’ Service
  • Sri Lanka Information & Communication Technology Service
  • Sri Lanka Librarians’ Service
  • Management Service Officers’ Service
  • Associated Officers including:
    • Development Assistant
    • Planning & Financial Assistant
    • Management Assistant Service
  • Management Assistant (Non-Technical) Category II Officers including:
    • Document Assistants
    • Laboratory Assistants
    • Technological Faculty Assistants

Junior Staff Required to Work 8 Hours and 45 Minutes Per Day

The circular further states that the following junior staff categories are required to work 8 hours and 45 minutes per day:

  • Office Employees’ Service
  • Primary Non-Skilled Service Category officers such as:
    • Work Aides
    • Service Aides (Sanitation)
    • Laboratory Aides
    • Technology Faculty Aides
    • Library Aides
    • School Security Officers

Purpose of the Circular

The Ministry has introduced this circular to ensure proper administration and uniformity in the working hours of non-academic staff attached to educational institutions under the Ministry’s purview.

Officials have been instructed to implement the circular with immediate effect.
