The Ministry of Public Administration, Provincial Councils and Local Government has announced that the First and Second Efficiency Bar Examinations for officers in key public services will be conducted in October 2025.
According to the Gazette notification dated 22nd August 2025, the examinations will be held in Colombo during weekends from October 4 to October 19, 2025, under the supervision of the Sri Lanka Institute of Development Administration (SLIDA).
The exams are open to officers in the Sri Lanka Administrative Service, Engineering Service, Scientific Service, Architects’ Service, Accountants’ Service, and Planning Service. Applications are accepted online only through the SLIDA website (www.slida.lk) from 22nd August 2025 to 5th September 2025.
The Efficiency Bar Examinations which is due to be held in respect of the above services shall be as follows:
- 1st Efficiency Bar Examination for officers in Sri Lanka Administrative Service
- 1st Efficiency Bar Examination for officers in Sri Lanka Engineering Service
- 1st Efficiency Bar Examination for officers in Sri Lanka Scientific Service
- 1st Efficiency Bar Examination for officers in Sri Lanka Architects’ Service
- 1st Efficiency Bar Examination for officers in Sri Lanka Accountants’ Service
- 1st Efficiency Bar Examination for officers in Sri Lanka Planning Service
- Other services which can apply for the above examination
- 2nd Efficiency Bar Examination for officers in Sri Lanka Administrative Service
- 2nd Efficiency Bar Examination for officers in Sri Lanka Accountants’ Service
- 2nd Efficiency Bar Examination for officers in Sri Lanka Planning Service
The Ministry has clarified that first-time candidates are exempted from examination fees. However, repeat candidates are required to pay fees ranging from Rs. 500 to Rs. 1,000, depending on the number of subjects applied for. Payments must be credited to the Ministry’s account at People’s Bank, Bambalapitiya branch.
Candidates will be tested in areas including Law, Administration, Economics, Financial Management, Planning, Public Financial Regulations, Management, and ICT applications. The exams will be conducted in Sinhala, Tamil, and English, and candidates must secure at least 40% in each subject to pass.
Admissions will be issued electronically, with candidates notified via SMS and email. Heads of departments have been instructed to grant duty leave to eligible officers.
The detailed timetable, published in the Gazette, outlines examinations for each service category, beginning with Sri Lanka Administrative Service officers on October 4 and concluding with Sri Lanka Planning Service officers on October 19.
