The Public Service Commission has officially issued the 5th Amendment to the Sri Lanka Teacher Educator Service minutes, through an Extraordinary Gazette notification dated 1 December 2025 2465-06_S.
According to the gazette, the amendment revises several provisions of the service minute originally published on 28 July 2015 and subsequently amended in 2019, 2020, and 2024. The new amendment introduces updates relating to approved cadre positions, recruitment qualifications, promotions, capacity development requirements, subject streams, and efficiency bar examinations, while all other existing conditions remain unchanged 2465-06_S.
Under the revised cadre structure, approved posts have been specified for positions such as Principals and Deputy Principals of Colleges of Education, Principals of Teacher Training Colleges, Senior Lecturers, Coordinating Lecturers, Teacher Centre Managers, and Lecturers, with the total approved cadre fixed at 2,098 posts 2465-06_S.
The amendment also updates promotion procedures from Grade III to Grade II and from Grade II to Grade I, emphasizing eligibility criteria including recognized postgraduate qualifications, completion of capacity development programmes, and compliance with disciplinary provisions under Public Service Commission Circular No. 01/2020 2465-06_S.
Significant changes have been introduced to language proficiency requirements, with earlier provisions on link language proficiency removed and revised English Language Competency standards incorporated into the first efficiency bar examination. Several exemptions have also been provided based on prior qualifications and medium of study 2465-06_S.
In addition, new subject streams such as Biosystems Technology and Science for Technology have been included in the list of recognized subject areas. The structure, frequency, and syllabus of efficiency bar examinations have also been clearly defined under the amended regulations
