The Ministry of Public Administration, Provincial Councils, and Local Government has issued a new circular (No. 09/2025) mandating all public institutions to adopt sustainable waste management practices. The move aims to address the growing challenge of waste generation in urban areas and align with national policies on environmental conservation.
Key Directives:
- Adoption of the 3R Concept (Reduce, Reuse, Recycle):
- Institutions must minimize paper usage by promoting digital communication and double-sided printing.
- Single-use plastics are to be replaced with eco-friendly alternatives, in line with the 2023 gazette notification banning such items.
- Procurement committees must prioritize environmentally friendly and recyclable products.
- Proper Waste Collection and Disposal:
- Waste must be segregated into biodegradable, recyclable, non-recyclable, and hazardous categories.
- On-site composting of organic waste is encouraged to reduce greenhouse gas emissions.
- Licensed recycling companies will be engaged to handle recyclable materials, with opportunities for institutions to sell such waste.
- Awareness and Supervision:
- Training programs will be conducted to educate staff on sustainable practices.
- Each institution must appoint an officer to oversee waste management efforts and ensure compliance.
- Notices will be displayed to inform visitors and service recipients about the institution’s waste management policies.
