SLAS Exam 2026 Application Guide & Overview

The SLAS Exam 2026 remains the most prestigious competitive assessment for recruiting executive administrators across Sri Lanka’s civil service. Administered under the purview of the Ministry of Public Administration, Provincial Councils, and Local Government and conducted island-wide by the Department of Examinations, the Sri Lanka Administrative Service Grade III Competitive Examination selects top-performing candidates for key positions in ministries, departments, and divisional secretariats.

Prospective candidates can apply through the Open Competitive Stream, Limited Competitive Stream, or Merit Stream based on their qualifications and public sector service duration.

රාජ්‍ය පරිපාලන, ස්වදේශ කටයුතු, පළාත් සභා හා පළාත් පාලන අමාත්‍යාංශයේ මඟපෙන්වීම යටතේ ශ්‍රී ලංකා විභාග දෙපාර්තමේන්තුව මඟින් පවත්වනු ලබන ශ්‍රී ලංකා පරිපාලන සේවයේ (SLAS) III ශ්‍රේණියට බඳවා ගැනීමේ තරග විභාගය සඳහා විවෘත, සීමිත සහ කුසලතා ධාරාවන් යටතේ සුදුසුකම් සපුරාලූ අපේක්ෂකයින්ට අයදුම් කළ හැකිය.

பகிரங்க நிருவாக, உள்நாட்டலுவல்கள், மாகாண சபைகள் மற்றும் உள்ளூராட்சி அமைச்சின் கீழ் இலங்கை பரீட்சைத் திணைக்களத்தினால் நடாத்தப்படும் இலங்கை நிருவாக சேவையின் (SLAS) தரம் III போட்டிப் பரீட்சைக்கான திறந்த, மட்டுப்படுத்தப்பட்ட மற்றும் தகுதி அடிப்படையில் தகுதியானவர்களிடமிருந்து விண்ணப்பங்கள் கோரப்படுகின்றன.

Examination Structure & Paper Syllabus

Note: Candidates in the Limited and Merit streams are also tested on the Establishments Code, Public Service Commission Procedural Rules, and Government Financial Regulations (FR).

Eligibility Criteria by Stream

• Open Competitive Stream:
  • Must be a citizen of Sri Lanka.
  • Age between 22 and 30 years as of the closing date specified in the Gazette.
  • Degree awarded by a university recognized by the University Grants Commission (UGC) of Sri Lanka, or an equivalent tertiary qualification recognized by the Ministry of Higher Education.
• Limited Competitive Stream:
  • Prescribed continuous and satisfactory public sector service (minimum 5 years in designated cadres).
  • A completely clear disciplinary record during the qualifying period.
• Merit Stream:
  • Senior public officers (such as Management Service Officers – Grade I/Supra Class) satisfying extensive service duration (typically 20 years with Grade I seniority) and high performance standards.

Selection Procedure & Cutoff Rule

1. Written Competitive Examination: Candidates must score a minimum of 50% in each individual paper to qualify for interview shortlisting.
2. Document Verification: Strict verification of original degree certificates, service records, and NIC details.
3. Structured Interview: Assesses managerial aptitude, leadership capability, problem-solving skills, and oral communication.
4. Final Appointment: Appointments to Grade III of the Sri Lanka Administrative Service are made in order of aggregate merit rank.

How to Apply Online

1. Monitor the official Government Gazette and visit the Department of Examinations online system at onlineexams.gov.lk/eic or doenets.lk.
2. Review the detailed gazette notification for specific eligibility instructions, age concessions, and exam dates.
3. Fill in the online registration form accurately with your National Identity Card (NIC) number, degree information, and preferred exam town.
4. Pay the stipulated examination fee using online debit/credit cards or via designated post office / bank payment slips.
5. Download, verify, and store the final application confirmation receipt for your exam admission card.
